How can I loose the fat around my *** without building muscle down there? I'm a 25 y/o guy?

If it's the muscles across your buttocks you are speaking of there is a release for them. To be sure all bases are covered for you I'll add the one for your upper back as well just in case. Here are those two releases to get rid of back pain:
Back:
(do from a sitting position)
Place your left hand on your left leg next to your body. Place your right hand over your left shoulder and find the muscles next to your spine and firmly press on them and hold. After 30 seconds slowly lower your body forward and to the outside of your left leg, keeping your left arm fairly straight as you do. When you reach your lap remain there for another 10 seconds, release the pressure but rest there for another 30 seconds. Then reverse your hand positions and do your right side.
Lower Back, Lumbar:
While sitting place your hands behind your body just above the buttocks and press in on the muscles next to the spine and hold. After 30 seconds slowly lower your self forward as far as you can. Then release the pressure but hold your body there for another 30 seconds. Move a few inches down and do it again and keep repeating until you reach the end of your tailbone.
For best results relax your body first by taking a deep breath and exhaling then remain this relaxed.

As for abs, make sure you have a clean diet and do some cardio to remove fat from your midsection so that you can actually see the six pack underneath. Why is my *** muscle so weak?
my legs are actually pretty strong... ive been weightlifting for about 2years now and i play ice hockey and lacrosse. what ive noticed lately is that whenever i do lunges/squats after about 2 sets or so a muscle in my ***/upper hamstring starts to hurt a lot and feels like i pulled it. before i exercise i always do some kind of 5min bike/treadmill warmup and then do some stretching... but still when im warmed up and rdy 2 go after doing about 2 sets i still feel like i pulled something... btw i have perfect form in my lunges/squats
The muscles up there are separate from your leg muscles, they are different, but there are ways to strengthen them. There actually are machines for that kind of thing, maybe flexing while you relax could help too?

Until you go to the dr for pain medicine, use ice (no more than 20 min at a time or else it will start acting like heat and not help much). Make sure you have a layer of cloth between your skin and the ice to prevent any damage. Taking tylenol or similar may help if pain is bad enough. Also icy hot or similar if not using ice. I don't suggest using both ice and icy hot of similar product tho.
